A Los Angeles notary can only certify two documents.  These two documents are the notary journal and a power of attorney.  Their is however another way to certify a copy of a document but instead of placing the responsibility of the authenticity of the document on the notary, the document holder takes the responsibility by a written declaration noting that the copy is identical to the original.

This document is called the Copy Certification by Document Custodian.  The document holder then takes an oath or affirmation before the notary.  The custodian's signature is then notarized on the written declaration using jurat wording.  There is no prescribed wording for a oath but a good one is, "Do you solemnly swear or affirm that the statements in this document are true?"
